Biography

Jean-Sébastien (JS) Rioux is a professor and Director of the Master in Public Policy program at the University of Calgary’s School of Public Policy, as well as the Associate Director of the School’s International Policy Program. He is the author or co-author of 16 books, book chapters and scholarly articles on international conflict processes and foreign policy, as well as several dozen op-eds on current affairs in newspapers across Canada. He hails from Québec City and is fluently bilingual. He has taught at McGill and Concordia Universities in Montreal, and was a faculty member at Vesalius College in Brussels, Belgium. In 2001, he was awarded a Canada Research Chair and joined the Political Science Department at Université Laval.

In February 2006 he joined the senior ranks of the Government of Canada as Chief of Staff to the Minister of Indian Affairs and Northern Development, Jim Prentice. Among his significant achievements, he was responsible for revamping the Specific Claims process, and was one of the four government members appointed by the Prime Minister to work on passing Bill C-30, the Specific Claims Tribunal Act, alongside four members of the Assembly of First Nations. He also managed several “crisis” files such as blockades and the “National Day of Action” in 2007.

He also served as Chief of Staff while Jim Prentice was Minister of Industry, working on many of the important files of the day, particularly with regard to defense procurement issues and industrial regional benefits.

JS moved to Calgary in September 2008. For almost four years he worked for one of Canada’s largest oil & gas companies as the lead Government Relations & Issues Management practitioner. He was responsible for major files in both the upstream and downstream sectors, and travelled extensively throughout Canada to help solve regulatory issues in several provinces.

In September 2012, he came full circle and joined the University of Calgary’s School of Public Policy. Jean-Sébastien is married and enjoys SCUBA diving and spending time with his two young children.
